Fulcher vs. Simpson: Two GOP Styles
Idaho’s two House members represent distinct strands of Republican politics. Russ Fulcher (ID-1) is a Freedom Caucus member known for confrontational, ideologically conservative politics and close alignment with Donald Trump. Mike Simpson (ID-2) is a 25-year veteran known for dealmaking, pragmatic engagement on water and natural resources, and occasional bipartisan cooperation. Simpson has faced Freedom Caucus-aligned primary challengers who view his pragmatism as apostasy, while Fulcher faces no meaningful primary or general challenge.
Water, Salmon, and Federal Land
Water is existential in Idaho: irrigation rights for farmers, municipal supply for a fast-growing Treasure Valley, and Snake River flows for Pacific salmon recovery are in permanent tension. Simpson has engaged for years on a controversial Snake River salmon recovery plan that would breach four lower Snake River dams — a proposal that pits salmon conservationists against farmers, aluminum smelters, and barge shipping interests. Federal land management is the other dominant issue: over 60% of Idaho is federal land, and disputes over grazing rights, timber sales, mining, and wilderness protection shape local politics continuously.
Primary Watch: Simpson’s Vulnerability
The only electoral risk for either Idaho member is a Republican primary challenge. Simpson has survived multiple such challenges, but the Idaho Republican Party has moved steadily rightward and his bipartisan instincts remain a target. A well-funded Freedom Caucus-aligned primary challenger in 2026 could make ID-2’s primary competitive, even if the general election remains Safe Republican regardless of who wins.
