Overview

DC Suburbs Anchor a Deep Blue State

Maryland’s congressional delegation is dominated by Democrats representing the Washington, DC suburbs of Montgomery, Prince George’s, and Anne Arundel counties. These are among the most affluent, educated, and diversely populated suburban communities in the country, and they vote overwhelmingly Democratic. Andy Harris (MD-1) is the sole Republican, representing the Eastern Shore farming and fishing communities that are culturally and politically worlds apart from the DC suburbs. His seat is safe and he has sometimes been one of the most conservative members of Congress.

Key Races

MD-6: New District, New Member, New Target

MD-6 was redrawn following a court ruling that struck down Maryland’s extreme gerrymander. The new district, covering Frederick and Washington counties in western Maryland plus parts of Montgomery County, is more competitive than the old version. April McClain Delaney won it in 2024 in her first race, inheriting name recognition from her husband John Delaney’s prior service in a similar area. As a first-term member without a long incumbency base, she is more vulnerable than a longer-serving member would be. Republicans will target MD-6 as a pickup opportunity.

Issues Driving Races

Federal Workforce, Defense, and DOGE

Maryland has the highest concentration of federal workers of any state, due to its proximity to Washington, DC. Agencies including NIH, FDA, NSA, DISA, and dozens of military installations employ enormous numbers of Marylanders. DOGE-driven federal workforce cuts are therefore politically explosive in Maryland in ways they are not in most states. The entire delegation — including Andy Harris — faces constituent pressure on federal employment. Defense contracting, cybersecurity (NSA/Fort Meade), and biomedical research (NIH in Bethesda) are the economic pillars the delegation must protect.
