Energy System Overview
Washington implemented an economy-wide carbon cap-and-trade system in 2023 — the most comprehensive in the nation outside California. The state already generates most electricity from hydropower. Microsoft, Amazon, and other major tech companies in Seattle are driving demand for clean energy.
2026 Political Impact
Washington is solidly blue and climate leadership is a major political priority. The carbon cap faced a 2024 repeal initiative (I-2117, passed 64%) which overturned it — a major setback showing the limits of aggressive climate policy even in blue states.
