Safe Democratic Delegation
Hawaii has been one of the most reliably Democratic states since statehood in 1959. Both House seats are safe and the delegation uses its position to advocate for issues specific to a remote, multi-ethnic Pacific island state. Ed Case in HI-1 is considered a centrist Democrat who occasionally breaks with the progressive wing of the party. Jill Tokuda in HI-2 represents the outer islands including Maui, which experienced catastrophic wildfires in 2023 that devastated Lahaina and have shaped her legislative priorities around disaster relief, wildfire prevention, and climate resilience.
Military, Tourism, and Native Rights
Military spending is the first economic pillar: Hawaii hosts Pearl Harbor Naval Station, Joint Base Pearl Harbor-Hickam, and INDOPACOM headquarters. The more interesting political dynamics within Hawaii in 2026 will occur in state legislative and local races, not at the federal congressional level. Case and Tokuda will face primary competition at most, with no credible general election threat.
