Omaha: Nebraska’s Competitive Island
Nebraska allocates its electoral votes by congressional district rather than winner-take-all, making NE-2 the only congressional district in either Nebraska or Maine that regularly decides a presidential electoral vote. Obama won NE-2 in 2008, Biden won it in 2020, and it has been targeted by both parties in presidential years ever since.
